Mr. Walker currently serves as Chairman and Director of several leading organisations and has played an active role in public and private sector governance bodies. Lima Sufian-Kargbo has over 25 years of progressive experience and is a seasoned executive adept at planning and directing all aspects of operations within the engineering and mining industries, across both the United Kingdom and Sierra Leone.He has consistently held leadership roles within corporate management teams, demonstrating a strong track record in planning and executing complex corporate and project-level objectives, including successful delivery of multi-million-dollar initiatives.
His expertise encompasses proficient budget management and strategic application of project tools to achieve goals. Having joined Sierra Rutile Limited in October 2024 to lead its strategic transition to Leonoil Company Limited.
He was appointed substantive Chief Executive Officer in April 2025. In this capacity, he has led a comprehensive restructuring of the organisation, strengthening its operational and financial foundations.
He successfully presided over the capital raise for the Sembehun project, notably driving a strategic pivot to acquire a pre-owned processing plant from Base Titanium—reducing projected capital expenditure from $405 million to $120 million and shortening the development timeline from 26 months to 18 months.
Lima continues to steer the company through challenging market headwinds, further impacted by global geopolitical tensions, with a focus on resilience, value creation, and long-term sustainability.
